DIANE BARR
Principal and Owner

Diane Barr is the founder and principal of Camas, LLC with over 25 years of experience in federal, state, and local regulatory permitting in the renewable energy field as well as federal programs (HUD, FEMA, FERC, Veteran Affairs). Ms. Barr’s experience includes building and implementing regulatory compliance programs within private electrical utilities for renewable energy divisions. Diane has led multiple FERC hydroelectric processes for licensing, decommissioning and compliance for more than 50 dams. In the hydroelectric industry she has also overseen FERC Part 12 dam safety inspections, Board of Consultants processes, power scheduling, public safety, and daily operations. She also supports the wind and solar industry as both a lead strategist and facilitator, as well as compliance officer. Ms. Barr supports the wind and solar industry through construction permitting, compliance, and federal HCPs. Ms. Barr supports clients as a facilitator to manage complex proceedings with diverse stakeholders for dam removals, dam retrofits, and new license implementation. These proceedings range from senior strategist working at the federal and state level, multi-party endangered species permitting, to water transactional purchase and sales. Clients seek her support to assist through complex regulatory proceedings that appear to have limited opportunities for solutions. Ms. Barr applies her facilitation experience and regulatory process knowledge to reach timely equitable solutions.
Ms. Barr supports the renewable energy industry through her involvement as a conference moderator, speaker, Low Impact Hydro Institute independent reviewer, a NW Hydro Association Board of Directors member, and a US Safety of Dams Committee member.
As the owner of Camas, she is responsible for the daily operations for all staff and business management.

MATT ROBART
Project Scientist IV

Matt is a permitting and hydrology specialist with over 20 years of experience in environmental compliance, coastal systems, and aquatic system investigations. He works with government agencies to complete federal, state, and local permitting and compliance with NEPA, CEQA, Clean Water Act, Coastal Zone Management Act, and the Endangered Species Act, and has conducted pollutant monitoring of NPDES permitted infrastructure. Matt is also an experienced project manager, coordinating between stakeholders’ processes to achieve project goals and maintaining regulatory compliance through data management and annual reports of monitoring efforts.
Matt works to support projects with topics including urban and agricultural water supply infrastructure and regulation, aquatic habitat restoration, renewable energy, and community development. Matt’s solution-oriented approach has led to supporting small municipalities identifying and securing funding sources for critical infrastructure improvement projects and finding critical scheduling pathways to complete projects on-time and on-budget.
In his spare time, Matt enjoys exploring the local mountains and waterways with his wife and dog, gardening, and running.

ALEX WOLK
Environmental Planner IV

Alex is an Environmental Planner III with over 15 years of environmental compliance, urban planning, and project management experience. Alex has successfully prepared CEQA and NEPA environmental reviews and supported regulatory permitting efforts for public agencies in New York, California, and Oregon. Alex supports the acquisition of regulatory approvals and the development of resource management plans for the removal of four dams on the Klamath River. He also provides facilitation and project management support to a FERC Board of Consultants process for a complex dam retrofit project in Oregon, as well as to multi-jurisdictional groups comprising of federal, state, local, and private partners engaged in the project’s federal and state permitting. Additionally, he assists municipalities and public agencies in southern Oregon with NEPA compliance for housing, social service, job training, and open space projects. Camas relies on Alex’s extensive technical writing expertise from preparing environmental reviews and technical studies for watershed management, stream maintenance, energy transmission, maritime and highway improvement projects.
In his free time, Alex enjoys spending time with his family exploring the parks and trails of the Rogue Valley, and the beaches of the Oregon coast. In the cooler months you can find him cross country skiing behind Mt. Ashland or riding his bike when the sun is out.

KELSI KRUGER
Environmental Planner II

Kelsi is an Environmental Planner II at Camas, specializing in preparing permit applications, technical writing, compliance database development and management, stormwater and industrial wastewater compliance monitoring, and conducting invasive species surveys and remediation. Kelsi also brings significant experience to Camas in managing industrial setting safety programs, performing worksite safety analyses, managing hazardous waste, and OSHA medical surveillance programs. Kelsi can quickly shift subject matter expert hats as the client’s needs expand. Kelsi is emerging into Camas’ facilitation services group as she is very adept at identifying group dynamics and moving diverse positions towards resolution within complex client issues.
Kelsi enjoys spending her free time exploring up and down the West Coast with her partner, learning new crochet techniques, and savoring good coffee.

DUSTIN COKELY
Environmental Planner I

Dustin is an Environmental Planner I specializing in geospatial analysis, regulatory permit application development, and field data collection. He also supports the Camas team with map and figure production. He is a primary contributor to HUD NEPA analysis reports, HUD lead based paint reports, and ASTM Phase I Environmental Site Assessments. In addition, he is pursuing his storm water inspector certifications for CA, OR and WA.
As a resident of the Rogue Valley for over 25 years, Dustin is well acquainted with the changing culture and landscape of the area. He enjoys learning about and exploring the outdoors, as well as all else that involves playing with dirt.

Michelle has over 25 years of experience in the operational management sector. She is a management professional in the areas of budget development, expenditure controls, organizational planning, personnel management, and external/internal audits to ensure quality and compliance.
As the Business Administrator for Camas, she is responsible for all aspects of the business operations for the company. She works alongside the environmental professionals at Camas to ensure that all client and vendor needs are met to ensure smooth operations of the business.
In her free time, Michelle enjoys spending time with her large family, playing with her dog Aspen, cut flower gardening, and spending time outside camping, exploring rivers, hiking and just enjoying the beauty of nature.

Nuria is an Environmental Planner V with over 13 years of environmental compliance, hydropower licensing, and project management experience. She has worked on hydropower projects nationwide ranging from micro-turbine installations to pumped storage development for original licenses, relicensing and decommissioning alongside private utilities, developers, public utility districts, and municipal governments. Nuria is conversant and strategic in managing multi-year efforts involving agency and Tribal review, technical studies, and long-term mitigation for clients such as PacifiCorp, rPlus Hydro, Portland General Electric, Xcel Energy, Seattle City Light, Moon Lake Electric Association, and Southern California Edison. As a former utility employee, Nuria understands the need for facilities that can integrate with variable resources and provide storage bandwidth. She is skilled in client management, navigating the FERC public participation process, developing and managing environmental compliance programs and documents, and advising clients on opportunities and barriers throughout complex processes.
Nuria is an independent reviewer for the Low Impact Hydropower Institute (LIHI), and Vice Chair of the National Hydropower Association’s (NHA) Regulatory Affairs committee from 2022 to 2024. From 2020 to 2022, she was the Vice Chair of NHA’s Future Leaders of Waterpower committee.
In her free time, Nuria enjoys spending time with her family around the Portland metro area, working on home projects, and traveling.

DELANEY BARR

Delaney Barr as the Social Media Coordinator responsible for planning, implementing, and monitoring a company’s Social Media strategy. She ensures that our projects accomplishments and events are shared with our followers. In addition, she tracks key industry social media sites and informs the staff of environmental resource posts that keep us better informed. Ms. Barr is also responsible for marketing materials, including working with our web developer to keep our website current. Ms. Barr is currently attending Art Center College of Design in Pasadena where she is seeking a B.S. in Transportation Design.

“Security” Officer

Briar joined Camas in August 2021. Prior to joining the Camas team Briar was abandoned in a backyard chain-link kennel for more than 3 yrs. He was finally surrendered to the Northern California German Shorthair Rescue Program, where Diane found him described as…” the most mellow and easy going 5 yr. old GSP ever found…needing only one extensive walk or run a day”. Diane having had GSP’s before, knew he was a unique GSP, and would perfectly fit into her daily running program and family. Briar soon became a member of the Camas family after that. Briar can be found in the Camas office every day providing comic relief, stealing food (can’t take the dog out completely of the gutter) or sleeping on his back with all paws straight up in the air. When not in the office he is attending classes on being a responsible family member, trail running, or is “on hunt” for all things avian and small mammals, especially skunks. While dubbed “head of security”, he is in fact the antithesis, as he is unphased if UPS, FedEx, or any stranger walks through the door…. ”protective” is not in his CV.
As described in more detail in the biographical descriptions above, Camas staff have brought their regulatory, planning, scientific, and project management expertise to projects that affect terrestrial and aquatic natural resources. Our in-house staff have participated in and managed projects for federal, state, and local governments as well as private clients. These projects range in size from preparing more than 30 plans for the Lower Klamath Dam Removal Project—the largest dam removal project in history—to biological and water quality monitoring as a subcontractor to other firms.
Camas has a cadre of outside technical experts with whom it regularly teams to meet project needs. These experts are among the best in their fields. When needed, we have partnered with these experts on both large and small projects for our local, state, and federal clients. Camas has an excellent history of such teaming to complete our projects on time and on budget.
